A man who murdered his wife and two children with a meat cleaver in found out on Monday that he will not be going to jail. Huc Minh Chau was facing three counts of first-degree murder in the deaths of his wife Shao-Sang Liang, three-year-old daughter, Vivian and five-month-old son Ivan, but a Toronto judge deemed him not criminally responsible by reason of a mental disorder.
The court heard that Chau suffered from depression and schizophrenia and killed his family because he believed they were possessed by evil spirits. Chau had coped with his illnesses for nearly two decades, but in the six months leading up to the murders, he began suffering from hallucinations and delusions.
Police and paramedics discovered the grisly remains after receiving a call on an evening in February of Responding officers described the horrific scene in the north Scarborough apartment they walked into that night. Defence lawyer Peter Say said his client's medical care was deficient and warning signs were missed.
Chau's psychiatrist, Dr. Hung-Tat Lo is currently under investigation by Ontario's medical watchdog and declined to comment on the court's decision. According to Chau's family, they will be filing a second complaint against the man's family doctor, Dr. Edmund Lo and believe what happened on that winter night almost two years ago could have been prevented. The Ontario Review Board will decide whether to release him if they believe he does not pose a threat to society, or could keep him locked up indefinitely.
