These places are nightbars with live music sung by Turkish or Azeri chicks. That is usually all. For western income, these places are still very cheap, but beware!! You might become fooled by the owner with a huge bill if you dont speak Turkish.
Try it out, the taxi driver will bring you there, but do not expect to meet Claudia Schiffer in there. In older days there was a hoocker-scene in a village called "Belen" about 5 km south of Iskenderun, but as far as I am concerned that has been closed down by the cops 3 years ago.
That is the "Bangkok" of Eastern Turkey and very famous for its scene. You will only find Russian chicks there for about 30 USD the night. This seems very cheap and I am tempted to go there. You ask a cab driver to take you to the "pavyon" around. This will be a 10 - 20 minutes drive. These places are organised like restaurants and have about 30 working girls. You can also book the room for your entire stay in Kars, like a hotel room. Dont expect too much regarding the looks of the chicks, they average between 5 and 7. Please note that my information is about a year old. It is possible that the hotels in town do not accept chicks anymore.
