Prostitution is illegal in Korea so technically they are monitoring for criminal activities which is legal if there is cause for concern. In 20 years of rooms will kill the prostitution industry anyways. More young men these days are interested in games than the birds and the bees. This trend will increase in Korea. I also see an explosion of mixed marriages coming in the next years..
I always thought those red light districts were legal but all the other forms were illegal. It was said these were officially tolerated in order to control it and keep other forms down. But the pink districts were meant to be a kind of tolerated "relief" organism. This was told to me by Koreans a few years ago. Guess times are changing. I do think many of these places are having reduced spaces open compared to years ago.
I don't support legalized prostitution necessarily. But all the levels of governments should take these women who have been at it for a while and have no other employable skill and just give them a minimum income and then if they want to work at Gimbap Nara or where ever, they can just top up their income support.
Pay them a million or so won a month and then let them get whatever low paying job to add to it. Because we all know they're not going to be able to get anything good and be able to leave the profession otherwise. They'd make a big dent it and retire many women.
