Publicly available information about health care quality β and consumers eager to consider quality in their medical decisions β will improve the health care system. Before a center can operate in the state or receive Medi-Cal payments, it must meet state minimum standards for care. Deficiencies are given when there are violations of these standards.
Deficiencies are an indication of the quality of care provided by a center because they reflect the problems found by trained inspectors during visits to the center. After the first survey, the California Department of Aging surveys the facility every one or two years, based on the quality of care observed at the initial survey.
When a surveyor finds that a standard is not met, the center receives a deficiency. A complaint is filed when someone has an objection to treatment or safety conditions in a center. Complaints may be considered an indication of quality because they offer a glimpse of the degree of consumer satisfaction or dissatisfaction.
If a complaint is substantiated, a deficiency may be given. Clients, family members, friends, ombudsmen, health professionals, facility staff, and other interested individuals may file a complaint if they have a problem.
